
6 YEARS OF LIVING WITH US POLLUTION
In 2017, the People’s Committee of Nui Thanh District (Quang Nam) approved an investment project to upgrade and expand Quang Trung road through Nui Thanh Town (Nui Thanh district) connecting National Highway 1 with Vo Chi Cong street, with a length of more than 700 m. The project is invested by the Management Board to build H.Nui Thanh as an investor, with a total cost of nearly 70 billion VND. However, it has been 6 years now, but the route has not been completed.
Ms. Pham Thi Thu Hien (55 years old, in Nui Thanh Town) said that the construction unit follows a “crawling turtle” style, affecting the lives of dozens of households on both sides of the road, muddy in the rainy season, and dusty in the dry season. Many households are reluctant to bring obstacles in front of their houses to prevent fast cars from spreading dirt. “Many people have suffered from bronchitis and pneumonia due to inhaling dust every day. Living with pollution for 6 years is too much for us to bear. We hope that the local authorities, if there are problems, will soon remove them so that the route can be completed soon,” Ms. Hien said.

Many households have to carry obstacles on the road to limit the speed of vehicles
Mrs. Nguyen Thi Lan (50 years old, in TT.Nui Thanh) said that her family lived by selling groceries. In the past few years, the road has deteriorated, dust is flying, making passersby do not want to stop and buy goods, the business is very sluggish. “When it rains, the water is stagnant, making traveling and living very difficult. More than 80 households living on both sides of the road have suffered from such pollution for many years. Many people have repeatedly petitioned to complete the road, but have not received an answer,” sighed Mrs. Lan.
As noted by PV Youth, although it has been built since 2017, but so far, Quang Trung road passing through Nui Thanh Town has only completed more than 200 m of ditches along both sides of the road; the items of foundation and road surface have not been done due to ground problems. This route has thousands of vehicles passing through every day, however, more than 400m of the road has been narrowed because people put dry trees, bricks, and plastic containers to both limit high-speed vehicles and warn because the road is seriously degraded. Many houses on both sides of the road had to close their doors, cover them with cloth curtains and tarpaulins to prevent dust from entering. Local authorities also put up many signs asking vehicles to go slowly to limit dust.

The road surface is now degraded

Mr. Doan Thanh Tri, Deputy Director of H.Nui Thanh Land Fund Development Center, said that before 2014, the government issued land use right certificates (red books) to 9 households with land within the corridor of Quang Trung street. When implementing the project, the Construction Investment Management Board of Nui Thanh H.Nui Thanh has compensated for land clearance for households about 1.1 billion VND. After that, Inspector H. Nui Thanh checked and discovered that the issuance of red books in the traffic safety corridor of Quang Trung street for these 9 households was not in accordance with the regulations, so the District People’s Committee issued a decision to recover the compensation.
According to Mr. Tri, the new plan is to compensate within the road corridor up to 80% of the value of assets and structures, while land is not compensated; But the people did not agree. In addition to the above 9 households, 13 other households that are within the adjustment range of the intersections of these roads have not yet handed over the ground, leading to long-term problems. Currently, relevant units are urgently completing documents, counting the current status of assets on the land, completing compensation plans to submit to the District People’s Committee for inspection, appraisal and approval to remove obstacles, and soon complete Quang Trung route.
Mr. Le Van Sinh, Chairman of the People’s Committee of H. Nui Thanh, said that many times he had dialogues with households with land problems, but they still did not agree with the compensation plan. Mr. Sinh admitted that this route caused many households to suffer due to dusty and muddy roads. “Actually, there are only a few sections, but the project construction unit requires a clean ground to carry out the construction. The district has also directed relevant units to urgently complete relevant documents and procedures to soon remove obstacles and complete the construction of this road. Almost every week, I meet with relevant departments and agencies to remove difficulties for this project.
