The indicators are not very optimistic about growth, the socio-economic situation in the first quarter of 2023 has been forecasted from the end of 2022. However, the figure of 3.32% (GDP growth rate in the first quarter of 2023) along with the basic indicators, low growth “leading” localities are more or less worrying.
Worryingly, this negative upheaval is not the result of a force majeure event like the COVID-19 epidemic, and Vietnam has had a whole year ahead of many countries in 2022 with the bold Resolution 128/2021, helping the socio-economic recovery significantly.

However, this is not the story of an industry or a locality. Because in the development process, periods of low growth like the first quarter of 2023 are not uncommon. Even growth as low as negative 8.06% as in the third quarter of 2021 has the effect of stimulating reform.
Growth as low as the first quarter of 2023 should also be the driving force for the whole system to realize the truth and what to do. This ensures that: The remaining three quarters of 2023 must take place exactly as the policy-making agency’s scenario in order to achieve the GDP growth target of 6.5% assigned by the National Assembly.
In fact, the growth rate in our country is always low in the first quarter of each year, and will gradually increase in the following quarters. On the other hand, Vietnam’s economy is small, but its openness is also dependent on the world economic situation. When reputable organizations like the World Bank… have to adjust their growth rate forecasts of the world and other countries, Vietnam is not an exception to that trend.
But there are also problems that the system itself can completely recognize and solve without depending on the international.
For example, the low disbursement of public investment is certainly not due to the world economic situation. The removal of difficulties and obstacles for people and businesses through continuing to review and reduce business conditions still has many problems, certainly not due to the regional situation. The institution still has knots that are certainly not due to international conflicts. That is, there are problems that the whole system needs to look directly at to have solutions in terms of policies and laws.
Policies and laws, in addition to being feasible and predictable, safety is also an important criterion not only for businesses but also for cadres and civil servants. The current context shows that: A safe system of policies and laws both in writing and in enforcement is the driving force of both the system and the business community.
The human tendency is to always want to be safe, so the design and implementation of policies and laws need to ensure that. When the system of policies and laws is safe, then people have the motivation to “create and innovate” for the common good. At the same time, people’s beliefs will be consolidated and become the strength for development. Because as many leaders have emphasized: “Having faith is having everything”.
