According to the conclusion of the investigation, in 2009, Lilama Company was granted a certificate to carry out an investment project to build a hotel and restaurant in Dong Tuyen commune, Lao Cai city, on an area of 3.77 hectares. However, Lilama Company relied on documents that were not authorized by the People’s Committee of Lao Cai province to openly exploit apatite.
LiLama Company then signed a contract with Vietnam Apatite Company to sell all of the underground mined ores, earning illicit profits. The defendants illegally exploited more than 1.5 million tons of apatite ore of all kinds, worth more than 610 billion VND.
The accused’s actions have caused the loss of national mineral reserves. In which, defendant Thua earned more than 183 billion dong, Apatit Vietnam Company earned more than 184 billion dong.
In order for Mr. Thua’s mistake to happen for a long time, the investigating agency determined that there were a number of former leaders and officials of Lao Cai province, including the former party secretary and former provincial president.
