Among the specific mechanisms of Resolution (NQ) 98, there are many outstanding policies for the field of transport infrastructure investment that can be implemented as soon as August 2023, this is an important milestone for infrastructure development. City traffic takes off in the near future.
Previously, Ho Chi Minh City planned to implement a series of key transport projects to promote infrastructure development and promote socio-economic development. Right from the beginning of 2023, the City People’s Committee has approved a list of 33 key traffic projects that the city will implement in the year. In which, there are projects that have approved investment policies and projects in the group of investment preparation.
In particular, a series of projects have been planned by Ho Chi Minh City to realize the goal of transport infrastructure. These are Ring Road 3, metro lines 1, 2, inter-regional roads, Can Gio international port, Cat Lai bridge, Xuyen Tam canal…
In addition, there are a series of projects that are in the “sight” of the city government but still have problems with mechanisms and resources. Previously, although the city included in the list of key transport projects, there were still problems with investment methods as well as implementation resources. Because from now to 2030, Ho Chi Minh City needs about 44 billion USD to develop transport infrastructure. Meanwhile, the budget capital of Ho Chi Minh City for annual infrastructure development is not enough. In the period of 2021-2025 alone, Ho Chi Minh City can arrange for the transport sector about 75,760 billion VND, only reaching 25.8% of the demand.

Decree 98/2023 takes effect from August 1, which allows the city to apply BT investment method (deferred payment in cash instead of land fund), helping to make the most of resources for development. City’s traffic infrastructure is a push for a series of key traffic projects to accelerate.
Right after the National Assembly pressed the button to approve Decree 98, Prime Minister Pham Minh Chinh held a meeting to implement the Resolution. In particular, the Prime Minister requested the ministries and branches to complete the guiding documents by August 15, 2023. That is, after only 15 days the NQ takes effect.
The Prime Minister emphasized that the guiding thought in the implementation of the NQ is to be proactive, timely, closely follow the actual situation, act decisively and have specific products with measurable effects, the people are real benefit. The Prime Minister requested the immediate issuance of the Government’s action plan, which clearly assigns tasks and assigns deputy prime ministers to take charge.
Right after the Prime Minister’s meeting, the Ho Chi Minh City Party Committee also held a meeting of the Executive Committee of the City Party Committee to discuss how to bring NQ to life. And that determination of the leaders of Ho Chi Minh City not only from this meeting, but before that, while still drafting the content of NQ 98, the city prepared many steps to be ready so that when the National Assembly presses the button to approve it, it can be implemented. declare immediately.
