To achieve efficiency in flood control and wastewater treatment, Ho Chi Minh City currently has 120 projects to implement in the period 2021-2025 with a total cost of more than 101,000 billion VND. However, in fact, at this stage, projects under the flood reduction program are only expected to be allocated more than VND 17,500 billion by the city. In 2021 and 2022 alone, the city will allocate just over 6,715 billion VND.
“Therefore, one of the difficulties in flood control and wastewater treatment that the city is currently facing is funding, especially projects in the medium-term public investment portfolio for the 2021-2025 period.” Department of Construction stated.
In addition, according to this Department, the work of calling for investment in the field of water drainage and flood control is still limited, not encouraging external resources to participate in the implementation.
To solve these problems, the City People’s Committee has assigned the Department of Construction to direct its subordinate units to effectively organize and operate the existing drainage system. In addition, strengthening the implementation of urgent solutions to reduce the flood situation while waiting for the implementation of large projects.
The People’s Committee of Thu Duc City and the People’s Committees of districts need to step up the state management of the drainage system in the area and have specific plans to handle existing and newly arising encroachment cases.
In the coming time, the City People’s Committee requires the Department of Planning and Investment to balance capital and allocate capital for the projects of the scheme. In which, priority is given to investment capital from the city budget for works completed in the period of 2021-2025. In 2023, priority is given to allocating capital for implementation of projects to solve flooded areas.
