Accordingly, Ho Chi Minh City sets a target in the period of 2020-2030, the city must increase 150 hectares of public park land. According to the report, in 2021, the city has developed 10.3 hectares of public parks, 6.7 hectares of public green areas, planted and renovated 6,700 trees. In 2022, the city will develop 11.4 hectares of public parks, 2.6 hectares of public green areas, and plant and renovate 9,285 trees.
According to the assessment, in the period from 2021 to 2022, although the main targets of the program such as planting trees, developing parks, green areas and public trees are completed, the city also faces some difficulties. certain.
Specifically, the city has difficulty in allocating capital, especially investment capital for projects in the medium-term public investment portfolio in the 2021-2025 period.
“To achieve the target of urban green area, the city must increase at least 150 hectares of public park land by 2025. The city has planned a list of investment priorities for 75 public park projects. However, up to now, the medium-term public investment plan for the 2021-2025 period has not been balanced and has not been allocated capital for implementation,” the report stated.
In addition, the work of calling for investment and encouraging external resources to participate in the field of green parks has not been possible. The reason is that according to the provisions of Investment Law No. 64/2020 and Decree No. 59/2014, green parks are not in the field of investment under the PPP and socialization method.
