From June 2018, the Branch of Buon Ma Thuot City Land Fund Development Center requested Trung Nguyen Company to provide documents to implement phase 2 of the project. However, the investor only handed over the preliminary landmark, not yet coordinated to hand over the relevant documents.
Suoi Xanh urban project phase 2 has expired for three years but has not been implemented. This project is not in the list of works, projects that must recover land for socio-economic development for national and public interests in the city’s land use plan for 2020 and 2021 approved by the Provincial People’s Committee. In July, 2021, the People’s Committee of Buon Ma Thuot City issued a notice on land acquisition to carry out compensation and site clearance for the construction of Suoi Xanh coffee and eco-tourism area.
Vice Chairman of Buon Ma Thuot City People’s Committee added: In phase 2, investors do not coordinate with City People’s Committee but implement this project themselves. Therefore, the City People’s Committee cannot implement the procedures and offer compensation plans.
“In the near future, the city will send a notice to Trung Nguyen Group, requesting a commitment to the project implementation time. If there is no commitment, the city will report to implement the process of withdrawing this project,” said Mr. Le Dai Thang.

As the PLO has reflected, the People’s Committee of Dak Lak province allows Trung Nguyen Company to carry out the Suoi Xanh urban project on a total area of more than 45 hectares in Buon Ma Thuot City.
In October 2017, the Provincial People’s Committee decided to allocate land without auction of land use rights of more than 19 hectares (phase 1) to Trung Nguyen Company to do the above project. This land origin of 80 households was granted under the Government’s program to support production and residential land for poor and disadvantaged ethnic minorities.
By October 2018, the land price appraisal council of Dak Lak province determined the specific land price of the project. Accordingly, with an area of nearly 6 hectares of urban land is 625 billion VND, down 75.8 billion VND compared to the first option. For 3 hectares of commercial and service land, the land price for educational institutions is just over 10.5 million VND/m2, down about 1.3 million/m2 compared to the first option.
