

(PLO)- Ho Chi Minh City has set a target that within nearly a year, the city must complete and hand over at least 70% of the ground to start construction of the Ring Road 3 in June 2023.
Many businesses (enterprises) in the provinces and cities of Binh Duong, Long An, Ho Chi Minh City … think that when there is a ring road 3, logistics costs, the costs of businesses will decrease. This will be a “rescue” project for many business units.
Reduce logistics costs
Delta International Co., Ltd. has more than 40 vehicles at the Ho Chi Minh City branch, of which 25 are trailers, the rest are trucks. On average, this branch can carry out 40 shipments per day to places, mainly Ba Ria-Vung Tau, Binh Duong and through Moc Bai border gate.
Most cars can only make one trip/day, if lucky, the car can run 1.5 times/day. Most cars cannot run twice a day because of the constant traffic jam.

“Traffic greatly affects the delivery and operation of the fleet. When the Ring Road 3 project is implemented, we will have a plan, a new, wider and faster road for vehicles to travel and exploit better” – Mr. Bang Van Chinh, Deputy Director of the Company Delta International Limited Ho Chi Minh City Branch, said.
Similarly, enterprises specializing in import and export in Binh Duong are also looking forward to this project. “Except for traffic jams, the roads leading to Binh Duong have regulations banning hours. Just being careless in loading and unloading goods, vehicle problems, it is almost impossible to ensure timely delivery of goods,” said Mr. Pham Van Xo, General Director of Linker Trading Company.
According to Mr. Xo, currently the traffic density is overloaded, the cost of enterprises greatly affects logistics costs in general and especially transport costs in particular. “In order to solve the above problems, it is very urgent to invest in the 3rd belt project now,” said Mr. Xo.
Not only Linker Trading Company, before the problem of traffic jams in this area, many enterprises in provinces and cities such as Binh Duong, Dong Nai and Ho Chi Minh City, especially logistics enterprises, have petitioned and organized many many meetings to discuss traffic issues and infrastructure upgrades. Even businesses have thought of the option of transporting goods by rail to the border gates, but this solution is still not feasible because it requires a lot of costs.

The provinces and cities are determined to implement the 3rd belt
Immediately after the National Assembly passed, Ho Chi Minh City and localities agreed on the regulation on coordination and consulting resolutions to submit to the Government a resolution to implement the project. Currently, the People’s Council of Binh Duong province has agreed with the policy of committing to allocate 50% of the provincial budget capital of the total investment of component projects through the province.

According to Chairman of Ho Chi Minh City People’s Committee Phan Van Mai, the implementation time to complete the Ring Road 3 project is about 3.5 years. Ho Chi Minh City is in a highly urbanized area, land clearance is very difficult, not to mention the project goes through four localities, if not proactive and not well prepared, the project progress will be affected.
“In terms of organization, I suggest that the city, district, district, ward and commune levels try to fix personnel to participate in organizations from the beginning to the end of the project.
