According to the Ministry of Home Affairs, implementing Resolution 70/2018 of the National Assembly on the state budget estimate in 2019, the Government has issued Decree 38/2019 adjusting the base salary from 1,390,000 VND/month to 1,490. .000 VND/month (increase by 7.19%) from July 1, 2019.
However, from 2020 to now, due to the adverse impact of many domestic and international factors, especially the impact of the COVID-19 epidemic, there have been no conditions to continue adjusting the base salary. “If compared with the regional salary of employees in the business sector, the salary of 1,490,000 VND/month (applicable to budget beneficiaries) only reaches 37.89% of the average regional minimum wage. army in 2022 (3,932,500 VND/month). According to the draft decree, this base salary adjustment is applied to nine subjects.
