In the first quarter of 2023, the economic growth rate of HCMC only increased by 0.7% over the same period last year. There has been a forecast, analysis and assessment of this number, and one of the outstanding difficulties and bottlenecks that Ho Chi Minh City is facing is the issue of authority and superior mechanism for the city.
When there is a superior mechanism, Ho Chi Minh City will have conditions to effectively promote its potential and strengths, and mobilize many resources for development.
For example, if Ho Chi Minh City has the authority to solve the legal problems of many projects related to traffic, flood control, housing construction, planning, organizational structure, etc., the city will conditions to effectively promote their potentials and strengths.
Of course, those mechanisms must be suitable and compatible with the population size and economy of the largest city in the country, removing bottlenecks and solving outstanding problems for many years in a number of areas. Here are the roads, schools, hospitals, houses… for the people of the city.
Another problem is how to build a new development momentum and foundation for the city as well as for the region and the whole country in the coming years. This is the important requirement that this superior mechanism needs to set out and aim for.
Currently, the Central Government has made specific resolutions on the development of Ho Chi Minh City with increasing requirements and the requirement to focus on prioritizing the improvement of the city’s institutions.
The Politburo also proposed a number of solutions, the most important of which is to issue outstanding legal policies, promote decentralization and decentralization, and promote the creativity of the city. Along with that, continue to let the city pilot breakthrough policies… to mobilize investment resources, promote socialization, and improve development efficiency.
At the next meeting, the National Assembly will consider and plan to approve a new draft resolution to replace Resolution 54. Ho Chi Minh City is in dire need of a superior mechanism in which the city will be able to gather and mobilize all resources not only of Ho Chi Minh City but also of other provinces and cities in the region to create outstanding strength for the country for many years to come.
The new draft resolution is attracting the attention of observers, experts in many fields and the people. This further confirms the position and role of Ho Chi Minh City in the overall development of the country.
Therefore, it is necessary to add more resilience for the city in this new resolution, to bring Ho Chi Minh City back to speed soon and accelerate further in the near future.
