For the past six years, the “champion” of the Provincial Competitiveness Index (PCI) has always belonged to Quang Ninh. That’s the monotony. The top of the PCI in recent years has been almost exclusively concentrated in a few provinces. It’s also monotony!
The monotony of PCI also lies in the evolution of the component indexes. Usually every year PCI still gives opinions of enterprises about difficulties in accessing capital, administration, land, informal costs… Of course, each year the median score of the components can go up and down a bit, but the existence of problems is still there and there is almost no breakthrough.
PCI is also monotonous in recognizing solutions to overcome and overcome difficulties in administration of provincial governments. The models that are considered innovative are simply an opportunity for businesses to meet face-to-face with their leaders to solve difficulties or a movement has been raised to promote lawful public service. It also means that, as PCI recognizes, the quality of policy implementation at the grassroots level still has some limitations.
Equally, in the reform process in Vietnam, indicators like PCI become pressure or motivation depending on the leader. For example, Dak Nong. A few years ago, this province was only “circling” at rank 63, 62, 60… But last year, this province jumped to 52 and PCI 2022 soared 14 places, ranked 38. Secretary Ngo Thanh Danh of Dak Nong said that the province will continue to have changes after PCI 2022.
There are also “economic locomotives” that do not keep their rankings in the PCI, corresponding to the decrease in growth announced by the General Statistics Office. The explanations for this problem are not unmentioned, but in the end, it is also a matter of context and governance.
As a result, PAPI (Provincial Public Administration and Governance Performance Index) or PCI, along with other indicators… will always be one of the ways that society and businesses tell the government about how to operate and enforce the law. It’s a bit monotonous because almost every indicator says how much exists but it’s definitely not boring screams.
Because when society and businesses are still calling, that is, they still want to reform and transform to move forward and develop in line with their potential.
