(PLO)- In the coming time, Ho Chi Minh City will focus on three urban embellishment projects combined with relocation of houses along canals, including Xuyen Tam canal, Van Thanh canal and Hy Vong canal.
In Ho Chi Minh City, there are localities in the past five years that have not been able to carry out any project to relocate houses along the canal due to many reasons.
Many difficulties surrounded
Just standing on the bridges connecting District 5 with District 8 such as Chanh Hung Bridge, Chu Y Bridge looking down the canal, you can see ramshackle temporary houses, all kinds of distortions, rusted corrugated iron …
To support people with homes, relocation projects all have sociological surveys so that we have an accurate database. From there, grasp the aspirations and needs of the people to do the work of compensation, support and resettlement so that people can have a better life.
Mr. NGUYEN CHI THIEN,
Deputy Head of Urban Development Department
Ho Chi Minh City Department of Construction
“In the past, there was also this scene along Tau Hu canal, but now along the two sides of the canal, the house is very beautiful due to the renovation and environmental sanitation project. As for the canal side along Nguyen Duy street, there is still a temporary situation of houses along the canal, I also hope that along this canal it is as clean and beautiful as along Tau Hu canal” – Mr. Phan Kien (living in Hung Phu Street, District 8) said.
Many people living in the area of District 8, Binh Thanh District, District 4 … also hope that the two banks of the canals will no longer have sleazy scenes. However, urban embellishment along canals is not a simple “math”.
As the leader of District 8 said that the district has 10,500 houses along canals, there is a great need for urban embellishment projects combined with relocation of houses along canals. However, in recent times, investing in relocation and embellishment projects has been very difficult.
“During the 2016-2020 period, the district has not implemented any projects on canal embellishment. The district is also enthusiastic, calling for socialization of investment on the south bank of the Doi canal. There are some investors who learn but cannot do it due to many related problems. The district also has many proposals and recommendations for the city,” said Mr. Tran Thanh Tung, Chairman of District 8 People’s Committee.
The City Department of Construction acknowledged that after five years of implementation in the 2016-2020 period, the overall results of the relocation of houses on and along the canals for urban embellishment are still modest and behind schedule. Being mention.
Specifically, in the period 2016-2020, the city only compensated and relocated nearly 2,500 houses out of a total of 20,000 houses on and along the existing canals, reaching 12.4% of the set target. Most of the projects in this period focus on projects using budget capital, but most of them only stop at the preparation of investment, while not calling for projects with non-budget capital.
canal house, “nothing”
Talking to Ho Chi Minh City Law, Mr. Nguyen Chi Thien, Deputy Head of Urban Development Department, Department of Construction of Ho Chi Minh City, said: “The reality of building encroachment on houses along canals has undergone a historical process since before 1975, before the city issued regulations on the management of safe corridors along rivers and canals in the inner city.
According to Mr. Thien, the situation of construction encroaching on the canal continued to recur. Over time, it makes the narrow canals become narrower and narrower, reducing the flow volume, jamming garbage, causing environmental pollution, flooding, and unsightly urban areas.

“With a professional perspective on construction, we realize that this type of house on and along the canal has a temporary structure, most of which has no sovereignty, no legal status on land ownership and assets on land. Most of these builders are encroached upon, built on soft ground and are not licensed for construction,” said Mr. Thien.
Because of “nothing”, these houses have the potential to collapse into rivers and canals at any time, unsafe for people’s lives.
In the period of 2021-2025, the city will focus on implementing three projects to solve dual goals, both solving the need for water drainage to prevent flooding and moving houses along the canal to beautify the urban area. It is the project of Xuyen Tam canal, Van Thanh canal (Binh Thanh district), Huy Vong canal (Tan Binh district). These three projects have all been approved by the City Council for public investment. The city will implement steps and procedures to soon implement project investment procedures.
Looking for a solution socialize, call for investment
According to Mr. Thien, budget capital is limited, so many years ago the city called for investment socialization. There are also many large enterprises interested in canal house projects. However, during the implementation process, due to difficulties with the technical infrastructure investment projects to relocate houses along the canal (due to many obstacles in the form of public-private partnership (PPP) investment), the projects The project does not call for investment.
“The City Department of Construction also has a solution to advise the City People’s Committee to call for investment socialization such as expanding and editing the canal corridor. We widen the land acquisition margin, increase the land use coefficient, and the construction planning target to create a land fund that can be commercially exploited and attractive to investors,” said Mr. Thien.
According to Mr. Le Hoang Chau, Chairman of Ho Chi Minh City Real Estate Association (HoREA), when implementing projects to clear houses on and along canals and to resettle people, the most important thing is to clear the land. equal (GPMB).
“So we suggest to the City People’s Committee how to separate the site clearance compensation project into an independent project. After having the premises, the city can completely implement the bidding mechanism to select the investor, “- Mr. Chau suggested.
HoREA President gives an example of land clearing land for making Xuyen Tam canal. If it is released to both sides of the canal, there will be a land fund for resettlement in place and a land fund for construction of public works. The remaining land fund, the city can auction or bid to implement economic projects, even housing projects.
“The key issue is money for the City to clear the land. I think it is possible to implement a mechanism where the city borrows from the state budget and borrows commercial loans to carry out the compensation work for site clearance, “- Mr. Chau further analyzed.
Of course, calling for investment socialization is a long-term story. In the immediate future, the representative of the City Department of Construction said that he hopes the people will agree, support, and hand over the site soon when the State recovers the land. to carry out urban embellishment projects.•
