Accordingly, Deputy Director of Department of Planning and Investment Pham Trung Kien is the leader of the working group. The five members of the team are Director of Department of Natural Resources and Environment Nguyen Toan Thang, Deputy Director of Department of Culture and Sports Nguyen Nam Nhan, Deputy Director of Department of Finance Nguyen Ngoc Thao, Deputy Director of Department of Justice Nguyen Thi Hong Hanh and Deputy Director of Department of Construction Le Tran Kien.
Previously, on the afternoon of July 11, at the 10th meeting of the 10th session of the Ho Chi Minh City People’s Council, term X, delegate Cao Thanh Binh, Head of the Culture and Society Committee, asked the City People’s Committee to pay attention to allocating capital for projects in the cultural field such as sports centers, children’s houses, amusement parks for children, and community activities.
“The actual monitoring shows that these facilities are seriously degraded. For example, the four-façade Phan Dinh Phung Sports Center is located in the city center, but the problem lies in the city’s subjectivity in identifying investors,” said Binh.
Phan Dinh Phung Gymnasium is located in the golden land of District 3, Ho Chi Minh City with four facades Pasteur – Nguyen Dinh Chieu – Nam Ky Khoi Nghia – Vo Van Tan. This is the leading place to practice, compete and organize sports events in the city.
In 2007, Ho Chi Minh City decided to demolish and build a new international standard sports center to host major tournaments. The project progress is expected from 2010 and will be completed by 2012.
At that time, in 2010, the land fund paid under the BT contract for this project was approved by the Prime Minister for Ho Chi Minh City to sell houses and land at 257 Tran Hung Dao (District 1) to pay for the project (announced investment level is 989 billion VND).
By 2013, the project’s capital amounted to more than VND 1,352 billion, Ho Chi Minh City would like to add the land at 3-3bis Phan Van Dat (District 1) to pay investors. Next, after adjusting the design, the project increased its capital to nearly 2,000 billion VND.
Since then, the project has not been implemented due to problems with payment of BT contract.
