According to Circular 45/2022 of the Ministry of Transport, the professional titles of registered public employees include four grades I, II, III, IV. Each class has different standards of training and retraining.
In particular, in the spirit of removing foreign language and informatics certificates, Circular 45 stipulates that class I, II and III registration officers must have basic information technology skills and can use foreign languages. or use ethnic minority languages for officials working in ethnic minority areas as required by the job position. Not regulated for class IV registrar.

When meeting the criteria to appoint professional titles, the registry officers may apply the professional salary table for officials and employees in non-business units issued by the State (Table 3). attached to Decree 204/2004, specifically as follows:
(i) For professional titles of class I registered public employees, the salary coefficient of class A3 public employees (A3.1) is applied from salary coefficient 6.20 to salary coefficient 8.00.
(ii) For professional titles of class II registered public employees, the salary coefficient of class A2 and group 1 (A2.1) public employees is applied from salary coefficient 4.40 to salary coefficient 6.78.
(iii) For professional titles of class III registered public employees, the salary coefficient of class A1 public employees is applied from the salary coefficient 2.34 to the salary coefficient 4.98;
(iv) Occupational titles Class IV registrars are entitled to the salary coefficient of A0 public employees from a salary coefficient of 2.10 to a salary coefficient of 4.89.
Thus, with the current base salary (1,490,000 VND/month), the lowest salary for registered officers is 3,139,000 VND, the highest is 11,920,000 VND.
