Voters’ recommendations have the following contents: Currently, the social order situation in residential areas in rural areas is complicated, criminals taking advantage of remote areas to operate, the number of cases theft is increasing, while the title of Chief of Police in hamlets is gone. Proposing to consider and retain the position of Chief of Hamlet Police. In addition, it is proposed to increase the police force at the commune level from 10 to 12 people/commune to ensure the maintenance of security and social order in the locality, especially in communes with large and remote areas. , remote area.
Regarding the above recommendation, the Ministry of Public Security said that according to the legal documents related to the People’s Public Security force and Circular 77/2021/TT-BCA stipulating the list, arrangement and use of titles Professional officers and non-commissioned officers of the People’s Public Security, in the system of positions and titles in the People’s Public Security, there is no title of Chief of the Hamlet Police.
However, before the Ministry of Public Security organized the deployment of regular police forces to communes, localities had semi-specialized commune police forces. Currently, after the regular police force has been deployed in the communes, the part-time commune police force is assigned to perform other tasks or continue to participate in ensuring security and order at the grassroots and enjoy regimes and policies according to the Ordinance on Commune Police until there are other legal documents to replace them.
At the same time, the Ministry of Public Security advised the Government to submit Report No. 80/TT-CP dated March 18, 2022, to submit to the National Assembly the dossier of the draft Law on Forces participating in the protection of security and order at the grassroots level.
