Specifically, according to Decree 06/2023 (effective from April 10, 2023), the inspection of the quality of civil servants’ input is periodically held twice in July and November every year. Before January 31 every year, the Ministry of Home Affairs announces the plan to organize the accreditation of civil servant entrance quality on the website of the Ministry of Home Affairs and the information page on the quality of entrance examination of civil servants.
Participants in the test will take the form of a computer-based multiple-choice test, with the content being the assessment of thinking ability and ability to apply knowledge in practice; candidates’ general and basic understanding of the political system, the organizational apparatus of the Party, the Vietnam Fatherland Front, socio-political organizations, and state agencies; Government administrative management; rights and obligations of civil servants, public service ethics; knowledge of society, culture and history.
The inspection of the quality of the entrance exam for candidates for the job positions requiring a university degree or higher is carried out with a duration of 120 minutes and 100 questions; Positions that require intermediate or college level will have a duration of 100 minutes, 80 questions.
The test results are determined by the number of correct answers in the test. Candidates who correctly answer 50% or more of the questions will be determined to meet the requirements for the entrance examination of civil servants.

Notably, the organization of the first round exam in the civil servant recruitment exam will continue to be carried out according to Decree No. 138/2020 until the end of July 31, 2024. During this time, those who pass the entrance examination results as prescribed in this Decree when participating in the civil service recruitment exam are not required to take the first round.
From August 1, 2024, the civil servant recruitment agency will only recruit civil servants for those who pass the inspection results.
Supplementing occupational diseases entitled to social insurance
Effective from April 1, Circular 02/2023 of the Ministry of Health has added “occupational COVID-19 disease” to the list of occupational diseases entitled to social insurance.
Accordingly, occupational Covid-19 disease is a disease arising in the working process because employees have to be exposed to the SARS-CoV-2 virus present in the working environment.

Salary ranking of public employees specializing in cultural propagandists
Circular 02/2023 of the Ministry of Culture, Sports and Tourism stipulating codes, standards for professional titles and salary arrangements for public employees specialized in cultural propagandists will officially take effect from April 10.
The new circular stipulates three professional titles of public servants specializing in cultural propagandists, including: main cultural propagandist, cultural propagandist, and intermediate cultural propagandist.
The above professional titles are applied Table 3 – Professional and professional salary table for officials and public employees in non-business units of the State, promulgated together with Decree 204/2004.
Specifically, the main cultural propagandist is entitled to the salary range of A2 and group 2 (A2.2) public employees, from salary coefficient 4.00 to salary coefficient 6.38; cultural propagandists may apply the salary range of A1-class officials, from a salary coefficient of 2.34 to a salary coefficient of 4.98; Intermediate cultural propagandists may apply the salary range of grade B officials, from a salary coefficient of 1.86 to a salary coefficient of 4.06.

The above 3 contract templates are for organizations and individuals to refer to and apply in the establishment and management of contract performance for construction bidding packages, ensuring the content of the construction contract as prescribed in Clause 1. Circular 02/2023 takes effect from April 20. Construction contracts signed and being performed before April 20 shall comply with regulations on construction contracts before the effective date of this Circular.
