According to the Decree, auction of license plates for cars is carried out online in the network environment.
The Minister of Public Security shall decide on the number of license plates of automobiles put up for auction at each auction, including license plates of cars of provinces and centrally run cities, serial symbols: A, B , C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z white background, unregistered black letters, numbers, is expected to issue a new one, is in the vehicle registration and management system of the Ministry of Public Security and adds the number of license plates to the police of the provinces and centrally-run cities in case the number plate of the car is exhausted. to register before the next auction.
In order to participate in the auto license plate auction, Vietnamese organizations and individuals that are eligible to participate in the auction as prescribed by law must pay a deposit in advance to the asset auction organization.

The registration to participate in the auction is done entirely in the network environment at the online auction information page of the asset auction organization, with an access account.

The asset auction organization is responsible for receiving information on registration to participate in the auction and the deposit continuously from the date of listing the asset auction until 3 days before the time of organizing the auction.
Auction participants access the Online Auction Information Page with their login account and carry out auction procedures.
In case of winning the auction, the results will be sent by the Ministry of Public Security to the email address and SMS to the phone number registered in the access account for the auction winner immediately after approving the auction result; announce the winning results of the auto license plate auction to replace the auctioned asset sale and purchase contract or the state property sale contract.
Decree 39/2023 takes effect from July 1. The pilot content of car license plate auction will be carried out until the end of July 1, 2026.
Auction winning refund
Within 12 months from the date of having the written confirmation of the number plate of the winning car at the auction or the written extension of the registration deadline in case of force majeure events or objective obstacles, the auction winner has not yet registered the registration number. If the license plate of the winning car is attached to the vehicle, the Ministry of Public Security will send a notice to the auction winner at the address registered in the auction registration file.
In case the auction winner dies, the auction winner’s legal heirs will be refunded the paid auction winning amount (after deducting expenses for organizing the auction as prescribed and no interest is charged). in accordance with the law.
A request for refund includes: An application for refund of winning the auto license plate auction; notarized written declaration of inheritance or written agreement on division of inheritance, which has been notarized in accordance with law; a written confirmation of the number plate of the car winning the auction; power of attorney (if any), citizenship identity of the co-heirs.
