Mr. Do Quang Vinh – General Director of Ho Chi Minh City Lottery One Member Limited Liability Company, Chairman of the Southern Regional Lottery Council said that the number of tickets issued by lottery companies did not meet the needs of the market.
Recently, a number of agents at all levels have taken advantage of the opportunity and the lack of tickets in the market to apply business solutions that are detrimental to retail ticket sellers such as not allowing retail ticket sellers to return unsold tickets (in fact, all companies still have to withdraw empty tickets as usual) and reduce the percentage of commissions that retailers enjoy compared to the previous time. This makes it difficult for some retailers.
To correct this problem, on February 25, 2023, the Standing Board of the Southern Regional Lottery Council issued an official dispatch on stabilizing the traditional lottery ticket consumption market. In particular, it is recommended that member companies remind their agency system to implement a number of contents such as implementing consumption at an appropriate rate and not forcing vendors to sell out and not return tickets that are not sold out; keep the exchange and sale price as before the increase in issuance volume.
At this conference, the companies will discuss to agree to issue a resolution with the contents affirming that the companies always encourage agents to have appropriate business solutions to sell tickets with high sales rate and the companies always accept to withdraw the tickets that are not sold out.
Auditing is a conditional business. The Lottery Councils of the provinces and cities must be responsible for organizing the healthy development of lottery business and protecting the weak retail ticket sales force. The Southern Regional Lottery Council will agree on a solution related to agent commissions such as: Agents decide the level of agency commissions at all levels to be entitled to according to the market mechanism, but under mandatory conditions, retail ticket sellers must enjoy a commission of at least 10% compared to the face value of tickets sold.
The resolution will also provide for sanctions if agents are found to have violated the contents of the Council’s resolutions.

Speaking at the conference, Mr. Nguyen Van Hong – Vice Chairman of Can Tho City People’s Committee said that with the determination of the company’s efforts, so far, it has paid over 55% of the budget, the sales, consumption and profit targets have grown very well.
According to Mr. Hong, 6-month report of the Southern Regional Lottery Council, with the recent results of lottery companies in the region, traditional lotteries grew by 16.41% compared to 2022, especially the average consumption is over 98%.
He asked the Ministry of Finance to allow companies in the South to increase the number of lottery tickets because sales, costs, and profits were very high. Besides, he also hoped that the Ministry of Finance would pay attention to solving difficulties in restructuring outside the industry of lottery companies.
6 months to pay more than 22 trillion VND to the budget
According to the report in the first 6 months of the year of the Southern Regional Lottery Council, the sales of traditional lottery issuance reached nearly 70,000 billion, up 11.71% over the same period in 2022, of which the revenue of traditional lottery reached more than 68.8 trillion, up 16.41%. Paying more than VND 22 trillion to the budget, up 25.06% over the same period…
From the funds of the lottery companies and the mobilized contributions, in the first 6 months of 2023, the whole region has carried out welfare, social – charity activities with a total value of nearly 170 billion. In which, support to build and repair 1,909 houses with a value of more than 105 billion, contribute and sponsor educational, health, social security programs … with a value of more than 64 billion.
