According to news from the Central Committee for Internal Affairs – the standing body of the Central Steering Committee on Anticorruption, the conference was held to assess the situation and results of the establishment and implementation of functions and tasks. powers of the Provincial Steering Committee according to Regulation No. 67-QD/TW issued in June 2022 of the Secretariat. The conference is also an opportunity for provincial Steering Committees to exchange, discuss and share experiences, and receive professional and professional guidance from the Central Steering Committee to remove difficulties and obstacles.

As introduced by the PLO, the first Anticorruption Law promulgated in 2005 only required the establishment of a Central Steering Committee on Anticorruption led by the Prime Minister. Two years later, recognizing the need for a steering structure at the provincial level, this law was amended and supplemented with provisions on the Provincial Steering Committee.
However, this model only existed until the end of 2012. The Anticorruption Law was amended in the same year to remove regulations on the Steering Committee including the Central Steering Committee and the Provincial Steering Committee.
The Central Steering Committee on Anticorruption has been transformed from a statutory institution to the model of the Party’s Steering Committee under and responsible to the Politburo, headed by the General Secretary.
After 9 years of affirming its operational effectiveness, the Central Steering Committee on Anticorruption was extended its scope of activities to direct negative prevention and control. Research to re-establish the Provincial Anti-Corruption Steering Committee is also proposed. In May 2022, the 5th Plenum of the 13th Central Committee agreed on the establishment of a Provincial Steering Committee.
On that basis, the Secretariat issued Regulation No. 67-QD/TW on the functions, tasks, powers, organizational structure, working regime and working relationship of the Provincial Steering Committee. Only two months later, 63/63 provinces and cities have completed the establishment of the Anti-Corruption Steering Committee.
