(PLO)- The current disclosure, purchase and sale of personal information such as “hundreds of flowers blooming” which, as the Minister of Public Security admits, is “very alarming”.
A week before the network operator announced the registration and verification of the genuine SIM, I was “honored” to receive two calls threatening “2 hours will be SIM locked”.
In the guise of user support, they asked me for the CCCD number. I smiled: “My CCCD number is your date of birth”. Knowing that they can’t be fooled, they cursed indiscriminately and hung up the phone.

Anyone with a phone has also experienced the scene when they are dreaming, taking a nap or straining their heads for work, meetings, driving, etc., when they receive a call from an unknown number. The content is sometimes the announcement of children and relatives having an accident; is involved in a criminal case; have a traffic violation record; there is a package at the post office; just won a promotion… Or maybe it’s a golden voice inviting real estate investment, buying insurance, opening credit cards, loans and other heavenly content.
We can’t help but wonder: Why does it have our number; why does it know the ID/CCCD number, date of birth, hometown and even his relatives?
Do not think that only the network operator is a place to reveal and leak information, because the fact that the cases have been discovered by the police shows that there are dozens of “sources” of personal information that are leaked and leaked. From banks, insurance agencies, education management agencies, hospitals, airlines to hotels and high-rise buildings – places where you have to show CCCD and leave a phone number to enter.
And yet, with the carelessness of social network users, this is also a source of “personal information” for bad guys, insurance business units, and exploiters. That’s not to mention hackers find ways to attack agencies and units to filter out the information they need and millions of personal information into goods for sale and exchange in closed groups… It can be said that work divulging, leaking, buying and selling personal information is now like “hundreds of flowers blooming” which, as the Minister of Public Security admits, is “very alarming”.
There have been many warnings on the National Assembly forum and most recently, on March 17, when discussing the integration of information on social insurance, health insurance, bank accounts, criminal records … into CCCD, the delegates once again raised concerns about the disclosure of personal information. This concern is well-founded, because when integrated, many industries, agencies, and users of the information in it, but measures to prevent leakage, no matter how tight, are difficult to ensure 100% security. whole.
That is not to say that the management agency is floating, but has had a series of technical and legal measures to manage, bind and sanction illegal acts of buying, selling and using personal information and secrets. personal secret. It is fully contained in the provisions of the Civil Code, the Law on Cyberinformation Security, Decree 14/2022, the Penal Code and other regulations. Depending on the severity, the violator must bear the corresponding sanctions. And now, the Ministry of Public Security is also building a legal corridor for the protection of this personal data.
That is the legal side, and as for technical measures, the Ministry of Information and Communications, the Cybersecurity Department, and network operators also have many technical measures such as receiving information about spam calls and spam messages to take measures to handle. The latest is the Department of Telecommunications, the Ministry of Information and Communications, which requires carriers to standardize subscriber information (determine the “original subscriber”) with the strong measure that they will cut off outgoing calls after March 31 and will block two-way Follow the route to limit spam calls, scam calls.
But no matter how many measures the management agency uses and applies strict sanctions, the bad guys and scammers will somehow get the information they need and they will change a lot. tricks, methods to bring others into the circle. Therefore, it is of utmost importance that each individual protect himself by equipping himself with certain knowledge about safety in cyberspace and digital space to avoid the fraudulent traps that the bad guys hit in greed, into our fears.
When we receive calls claiming to be from the law enforcement agencies, we simply refuse because we know for sure that the prosecuting agency does not work with the litigants over the phone. As for the calls about the fact that there is a number of lines, the amount of money “suddenly hit the head”, politely tell the scammers to “keep it and spend it”. We also do not believe in just clicking like, dropping hearts online and earning millions of dong every day. Because if there is such a “fragrant” job, then… they have kept it all, not waiting for their turn!
Vietnam is promoting digital transformation and building a digital ecosystem, so the integration of personal information will contain a lot of important confidential data of individuals (social insurance, health insurance, bank accounts, etc.) criminal record, driver’s license …), this is the “gold mine” that bad guys and criminals crave. Therefore, a strict legal corridor, strong enough technical measures as well as each person equipping themselves with certain knowledge to behave appropriately in the 4.0 era is more necessary than ever.
